(5) No labour union shall collect subscriptions or membership

fees in excess of the amounts specified in the laws for the

control of labour unions, nor shall it levy under any

pretext any commission or tax from any shop or factory for goods purchased or sold, so as to aggravate the burden of

the workmen and merchants.

(Explanation) The amount of subscriptions and membership

fees of any labour union are generally fixed by Government on approval of its registration. But the corrupt officers of some unions have often after registration raised the subscriptions and fees without any definite limit. it is indeed regrettable that they have thus impaired the inter

ests of the workmen and corruptly usurped the power of the

unions. All labour unions have their own incomes to meet

their expenses, and any levy of commission or tax will affect the revenues of Government on the one hand, and

agravate the burden of workmen and merchants on the other, and will also lead to much malpractice. Therefore in order to prevent corrupt union officers from committing any

breach of law and to reduce the burden on workmen and mer-

chants, the above provision is proposed.

(6) No union whether it has been registered or not, shall compel

by force of arms or by any other form of intimidation any- body to become a member.

(Explanation) No labour union can have a strong foundation unless it is formed by the workmen themselves and joined

by members of their own accord. if force of arms or other form of intimidation is employed to secure members, it will

mean that the union has itself committed a breach of the

laws first. Recently a considerable number of unions have created trouble, compelling people by force to become

members.
